I received your email through our marketing department. I believe there may be confusion as to what is happening with LJ and SUP. SUP is licensed to use the LJ brand, they are in no way taking ownership of Russian journals: see here.
The wording of opt-out and opt-in may be confusing users. Nothing is being transferred until you explicitly say so. You remain with LiveJournal/Six Apart for as long as you want. You will be given a page to select what you want to do. If you say you’re NOT interested, you won’t be asked again.

Сие письмо, с формальной точки зрения, вроде бы расставляет точки над ё; но с технической точки зрения, абсолютно не гарантирует физического отсутствия у российских "партнеров" доступа к базе данных ЖЖ.
